New \u20b92,000 MDR Rules Explained<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>UPI Payment Rules 2026:<\/strong> From <strong>October 15, 2026<\/strong>, a revised Merchant Discount Rate (MDR) framework will apply to certain UPI <strong>person-to-merchant (P2M)<\/strong> transactions above \u20b92,000. However, one important point for ordinary users is that <strong>customers will not be charged MDR<\/strong>. For transactions of <strong>\u20b975,000 or more<\/strong>, the MDR will be capped at <strong>\u20b9300 per transaction<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u20b91,500 UPI payment \u2192 <strong>No MDR<\/strong><\/li>\n\n\n\n<li>\u20b92,000 UPI payment \u2192 <strong>No MDR<\/strong><\/li>\n\n\n\n<li>\u20b910,000 eligible merchant payment \u2192 <strong>0.4% MDR = \u20b940<\/strong><\/li>\n\n\n\n<li>\u20b91,00,000 eligible merchant payment \u2192 0.4% would be \u20b9400, but the MDR is <strong>capped at \u20b9300<\/strong><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Importantly, these charges are payable within the merchant\/payment ecosystem rather than being directly collected from the customer.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Will Customers Have to Pay for UPI?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>No, under the announced framework.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Finance Ministry says UPI will continue to remain completely free for <strong>person-to-person transactions<\/strong>, regardless of the amount transferred. Payments to merchants up to \u20b92,000 will also remain free of MDR. UPI app providers are not permitted to impose platform fees or hidden charges on customers under this framework.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So, if you send \u20b910,000 to a family member or friend through UPI, this new MDR does <strong>not<\/strong> mean you will pay 0.4%.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What About Small Shops and Street Vendors?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Small merchants receive special protection under the framework.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Merchants classified under the <strong>P2PM category<\/strong>, including eligible small vendors receiving up to \u20b91 lakh per month through UPI QR codes, can continue receiving UPI payments without MDR. This means an eligible small vendor can receive a payment above \u20b92,000 without automatically becoming liable for the standard 0.4% MDR.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If a small vendor&#8217;s UPI receipts exceed \u20b91 lakh for three consecutive months, the merchant can transition to the P2M category, according to reporting based on NPCI&#8217;s framework.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Special Charges for Certain Sectors<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The 0.4% rate does not apply uniformly to every merchant category.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Certain essential and thin-margin sectors can have a <strong>flat \u20b95 MDR<\/strong> for transactions above \u20b92,000. Reported categories include areas such as railways, telecom, insurance, fuel and certain utility payments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Capital-market-related payments have a separate rate of <strong>0.02%<\/strong>, subject to a maximum MDR of \u20b9300, according to the Finance Ministry&#8217;s explanation.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What Remains Completely Free?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Several common UPI transactions remain outside the new MDR framework:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>P2P transfers:<\/strong> Free regardless of amount<\/li>\n\n\n\n<li><strong>Merchant payments up to \u20b92,000:<\/strong> No MDR<\/li>\n\n\n\n<li><strong>Eligible small merchants:<\/strong> Zero MDR<\/li>\n\n\n\n<li><strong>UPI AutoPay:<\/strong> No prescribed MDR<\/li>\n\n\n\n<li><strong>Customers:<\/strong> No MDR charged directly<\/li>\n\n\n\n<li><strong>UPI app platform fees for these transactions:<\/strong> Not permitted under the framework<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The government says approximately <strong>96% of P2M transactions<\/strong> will remain unaffected, while MDR applies only to specified merchant transactions above \u20b92,000.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Why Is NPCI Introducing MDR?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">MDR is a payment-processing fee within the digital payments ecosystem.
